The land issue in Algeria often revolves around the dilapidation of land suitable for cultivation and the misappropriation of public property by networks of local figures. In spite of the inaccuracy of the data, analysis demonstrates that the acceleration in land consumption in the early 1990's is the result of a national political trend. It did not lead to a significant increase in the amount of building land, just more bottlenecks. The urban production system, already in difficulty, is unable to cope with this growth in inhabited areas.
La question foncière en Algérie est souvent abordée sur le registre de la dilapidation des terres cultivables ou du détournement de biens publics par les réseaux de notables locaux. L’observation des données malgré leur imprécision montre que l’accélération de la consommation foncière au début des années quatre-vingt-dix est bien le résultat d’une orientation politique nationale. Celle-ci n’a pas induit une production exceptionnelle de terrains à bâtir, mais davantage des goulots d’étranglement. L’appareil de production urbain, déjà en difficulté, s’avère incapable de suivre une telle extension des aires habitées.
